Citizens CEO warns FL carriers may need state capital support even if FL reform enacted

Citizens CEO Barry Gilway has said he has “high expectations” next week’s Florida special session will pass major tort reform that could in time lead to depopulation of the insurer, but also warned that ailing domestic carriers may need state support to stay in business before any legislative changes take effect.
